Blame government, don't ever expect a for-profit to operate any other way (business is business and there's no free lunch)

"...and other advertising" is the key to the story, though. The tributes are just part of the contract, signage, commercials, etc is where the most money is spent. Doesn't the National Guard title sponsor a couple NASCAR teams?

I'm jaded enough already, so it's kind of "meh, not surprising"

Up until a few days ago wasn't the NFL technically a non-profit company?
The league office was a trade association (501©6), which was not subject to tax, similar to a Chamber of Commerce. The teams (where all the money is, and where advertising fees are collected) are taxable, for-profit entities.
