The oldest arenas in the league are in Oakland (moving to SF) and New York (not moving)

Lowest attendance are Denver (hmm?) and Minnesota (New World Order).

I haven't heard much about potential expansion but the NBA seems like the most likely US-based league to make the move overseas.
