This is the part of the game that clock stuff is so frustrating to me. Like that a team can take 45 seconds to put the ball back in play like Brazil did after the offsides.

How is this different from a quarterback standing at the line of scrimmage until the 40 sec clock runs down and then taking a kneel down?

Because they have a "40 second clock" instead of an "unlimited until the ref decides to make them play the ball which most refs don't" clock.
