He got the state finances in order by drastically cutting local funding. It's just a shell game where he cuts the state budget but has worsened our communities budgets.
How is that being irresponsible? He is obligated to balance a budget and he did so. Isn't the balancing process always a shell game? Don't feel butt-hurt because the shells weren't moved to place where you wanted them.
Additionally, he has a legal mandate to correct the method for funding schools - and he has ignored the problem and exacerbated it by cutting school funding - shifting the burden for funding back to local districts and in turn worsening the problem.
As I admitted earlier, education is a hot mess in many ways. The Ohio Supreme Court ruled on the unconstitutionality of school funding in 1997. Things were bounced around in the courts as Voinovich cast the decision as a form of judicial activism. After a fourth ruling in 2002, the court surrendered jurisdiction and basically said to remedy the problem would require citizens to pass a constitutional amendment. Obviously, that hasn't happened and the issue has remained through 4 governors: Voinovich, Taft, Strickland, and Kasich. So, this is hardy a Kasich specific issue, but clearly the problem still exists through his tenure. The claim of Kasich cutting school funding is not quite a full picture either. Funding did decrease in his first couple years, but since has been on the rise. In fact, current levels surpass those of governor Strickland's budgets with recommendations for continued increases through 2017.
