Okay, 2 Teams dropped from League and need help (1 Viewer)

Here is the situation:

We had 12 managed teams when we initialy set up this league a few years ago. Since then, two teams have been replaced by new owners and they have inhereted their keepers (We are allowed to keep two players from the previous year and designate them as keepers). Anyway, two managers have decided that they do not want to play this year and the league does not want to fill their spots. This would be fine, except that these two teams have the #1 and #2 players in the draft. Now the league is being pulled in all different directions trying to decide how to make the draft and teams fair. Listed below are some the options we have been mulling around.

1.) Assign ranking numbers according to footballguys rankings (i.e. LT is #1 and Steve Smith is #14. Then you tally those points together to get a keeper total, which would be 15 points for this team). After the keepers have been declared from each team, the league manager assigns the draft order by who has the larger number of points (Highest points first). The only problem with this is, that some of the team owners could sandbag and keep a good player to get the higher ranked players.

2.) Throw names into a hat for a 2 round keeper draft and then continue the normal draft dependent on last years team rankings. PROTECTED, Meaning that depending on the order, you can drop a player and pick up a player.

3.) Throw names into a hat for a 2 round keeper draft and then continue the normal draft dependent on last years team rankings. UNPROTECTED, Meaning that if you pick up a player, the person who is next in the draft can chose one of your keepers (the player picked up would be exempt), choose someone else from the pool or pass. If the next person passes, then the previous person gets to choose who he/she wants to add back to the pool.

4.) Throw the players back into the pool and draft according to last years standings.

5.) Say screw it and totally redraft with all players available. New redrafting order will be randomized.

I would really appreciate some feedback, as this problem is causing a lot of arguing and we need to come to a decision rather quickly.

I think the choices are either complete redraft (#5), draft like normal (#4). The only other thing I'd probably consider would be allowin, in a worst-to-first order, teams to opt to give up their team and switch to one of the teams that was given up. No blending of rosters, it's choose one or the other team.
 
Just post something crazy like 'Tatum Bell is a steal in the 2nd' or 'I have MJD ranked ahead of LT' and you'll get a few people asking if you have an opening in your league.

Tell the other owners you have two new owners ready to go, and maybe they change their minds about not replacing the two that left.

There is no way you can completely change the structure of the league and then allow any rosters to be maintained. You need to totalyl redraft, random order.However, if the draft is online, and you want two new owners - you could pencil me in as one willing volunteer.
