The way this entire scenario played out seems very suspiscous to me. I could be totally off base here, but hear me out and then tell me if it doesn't make sense.
In my opinion, I think Pennington told the Miami front office he was retiring after the season. Possibly because he realizes Henne and Thigpen are better than him and he's actually 3rd on the depth chart, or possibly because he knows his shoulder will never be the same and he has little chance of landing somewhere else and contributing. The Fins front office realizes the opportunity to light a fire under Henne and formulates the plan to name Pennington the starter and then have him fake another shoulder injury very early in the game. This plan would accomplish 3 things: 1) The Dolphins give Pennington a final farewell and let him start one last game, an opportunity he would probably never have again in Miami or anywhere else. 2) It throws off the Titans gameplanning leading up to today's game, especially because they were coming off a bye week and would have an extra week to prepare. 3) It effectively puts a chip on Henne's shoulder going forward at least for the remainder of this season and possibly for the forseeable future.
It never did make sense to me that Pennington was the backup over Thigpen. I know Pennington was the saavy veteran, but Thigpen obviously has more talent and has had some success. If you're really trying to make a change for the future, you would have to start Thigpen who has only been in the league for 4 years and has a higher ceiling than Pennington going forward.
I've never considered myself to be a conspiracy theorist, but when I saw the play in which Pennington got hurt, the last thing running through my mind was "right shoulder injury." I know these guys have a lot of pride, but something just seems a little fishy (no pun intended) about this one. Again, this is just my opinion, but I would love to get some feedback from others who feel the same/differently.
