Parallel to pipe = open. Perpendicular to pipe = closed.

With a ball valve, when the handle runs the same as the pipe it's open.

im no plumber...but i always thought "open" was the handle parallel to the pipe and "closed" was perpendicular

I'm no plumber, but I've developed an ingenious system for stuff like this.

Turn the water line handle one way. Go outside and turn on the water. Is water coming out? If no, you're done. If yes, then it's not off. Go back inside and turn the handle the other way. Go outside and turn on the water. Is water coming out? If no, you're done. If yes, call a plumber.
