If Charles Rogers gets cut, he is sure to generate interest based on his talent alone. Who gets first crack at him? Is it based on last years W/L record?

If so Houston, New Orleans, Tenn, Jets, GB, SF, OAK. Get the first shot. The Jets, New Orleans, Tenn and GB need the most help at WR.

I believe I heard a commentator say the Texans have the first waiver position until around the 3rd week of the season. So if that was correct, I assume it is the same as the draft order until around week 3, then they start going by record presumably.
