Every week I get 10+ pieces of mail from 3 previous tenants.

I know it's illegal to toss it in the trash but that's what I do and evidently everyone in my complex does too since we have a trash can full of unwanted mail near the boxes.

What are the real risks of throwing out their mail? Has anyone ever really been prosecuted for this? What is someone supposed to do in this situation?

You are required by Federal Law to locate the previous tenants and hand deliver their mail.

Don't be a felon.

 
Return to sender and recipient does not live here in huge block letters. 
Big sharpie marker, the mailman will know after a while.  

We still occasionally get the last owner's junk mail which we toss.  Anything that looks important we mark and send back.

We just put it back in the box.  But it's rare for us to get their mail. 

It's not hard to line through the address and put it back. (Assuming you can send mail there)

Thinking back to our apartment days, our name was on the inside of the mailbox where the mailman could see it, anyone else's didn't stay there.

Just leave it in my mailbox and the carrier will take it back?

 
Seriously?  That's how it works for us.  But we're in a house. 
I don't know about these things. This is my first time renting and not just being a roommate.

My mail would always go to my grandmothers because I was living a transient lifestyle for so long.

Its a new problem to me.

Ok.  Your mailman can probably answer these things, as can neighbors.  Or just try it.

"Hello Mrs. Carrigan.  I received some of your mail that was delivered to your previous address and thought I'd personally deliver it to you, but can't seem to find your slot."

"My slot is right by the trimmed shrubs.  Just be gentle, as it can't hold much mail.  Oh, it's just Ms. Carrigan now."

 
Going on 4 years still getting the last occupant's mail. Used to write on it with sharpie to Return to Sender. After three years of it, no dice. Same senders keep sending the same stuff. Finally I cornered the mailman some Saturday with the sharpie'd mail, handed it to him, and said "He died in 2012." No dice. Still getting it. Bank statements, tax forms, everything. He gets more mail here than I do.

The bank doesn't know he is dead either?

This happens at my house constantly.  My problem is the post office continues to get confused with my house and another in my hood with the same number and similar street.  I have called multiple times and it still happens.  I take the people their mail though.  I would hope someone would do the same for me.

 
hmm i would probably open it and see what kind of mail they're getting.  if you come across a credit card application i would try to sign up using their information.  make sure to inform the police after you've done all this.

When I write on the mail and send it back to the post office I'll be sure to mail you a joke book too.

 
The OP never fails to surprise with his lack of knowledge. He talks up his intellect as if it equates to winning the Tour de France multiple times. The reality is, he still has training wheels on his bike.
