Question about default settings in ESPN Leagues (1 Viewer)

Does anyone know if poll results can automatically change settings in a league based on the winning votes? Is this an option to enable or disable?

We had a poll up to change our draft time and it got 7 Yes votes. The draft time was changed and an e-mail went out. The commissioner claims that he never actually changed the draft time.

Pretty sure the commish would have to do it himself. The polls are not attached to any settings.
