The schedule was quirky when they set it up just in case they lost Wks 1 and 2 and had to juggle the schedule to catch up. That's why it looks odd.

I appreciate the answer, but I'm not sure I follow. How does the singular gap in team bye weeks fit with the possible loss of weeks 1 & 2?
 
The slate of games for week 10 was going to be the 2nd set of games that would have been cancelled if the season was shortened. I believe the Week 2 slate of games would have been the first week lost.

So Week 1 would have still been week 1. And then wk 3. And so on until wk 10 games which would have been skipped as well. That is why there are no divisional games in those two weeks.

To clarify - Week 1 and 2 would have been moved to the end of the schedule, and Week 3 would have been patched into the schedules. All games this week are against teams that share a bye week later this year (so that's where the game would have gone).
