When a play like this is recorded

(7:22) C.Palmer pass short left to T.Houshmandzadeh to CIN 36 for 18 yards (M.Lewis; W.Harris).

Does that mean Lewis gets the Solo and Harris get the Assist.... or do they both get an Assist?

It most often means that the first listed player gets a solo tackle and the second player gets the assist. Some stat crews use the same notation to give two assists and no solos though. Unless you're paying close attention in real time, it's impossible to know which of the two scenarios occurred.

yeah... on that play both got assists; and I have been seeing this a ton lately... mostly on primetime games.
