Most people who do these things anywhere against anyone usually have mental health issues.

No doubt.  I wish that we did a better job dealing with mental health issues in this country.   I would like to restrict gun ownership for individuals with mental health issues and make checkups and medicines either free or very low cost. 

You still won't be able to get everyone that needs medication to take it, but it should never be the case that those that recognize that they need it and are willing to take them not be able to afford it.     It is in all of our best interests.
