I can't find any mention of Rivers being Questionable anywhere, except on the latest Cheatsheet.

Here is San Diego's official injury list, per NFL.com:

No Rivers

The only thing I can figure out is that somebody got confused, because Sean Phillips is out. Again, no mention of Phillip Rivers being injured anywhere.
