I am in a re draft non dynasty league, what does everyone think as far as do they see any playing time this year. Are they werth drafting? Do they have a shot at playing in a non emergency situation as the main QB for their team this year? I know it will depend on what team drafts them for the most part. What teams can they play for this year and see some playing time as the starter?

There's always a chance.
Especially if they end up in Oakland and Cleveland where they may take over the reigns in week 1 if they outperform the other QBs in training camp.
If your draft is soon, I'd stay away.
If your draft is late August, then just monitor FBG and you'll have your answer.
