So far, I have a level 3 HQ. Waiting to upgrade that. 3x level 2 Rapid Fire turrets and 1x level 3 Rapid Fire turret. 2x level 2 Mortar turrets. 3x level 3 Credit Markets. 2x level 2 Alloy Refineries, and upgrading a third to level 3 right now. 1x level 3 barracks and 1x level 2 barracks. Research lab being upgraded to level 3 right now. Can hold up to 50k alloy and credits at the moment. 1x level 3 Unit transport and 1x level 2 Unit Transport. 1x level 2 Factory.
Haven't spent the time to make it more defensible, but I probably should since my "protection" time just ended. I'll likely start getting pounded.

For me, I don't care at this point about medals, it's just about resources.
Surround your turrets, shield generators and storage with the walls and protected by your shield generators. Do you have one yet at level 3?
Check my base for an example. Group the turrets together. Just having a base that looks organized and well fortefied will have people skipping you to attack as there are easier bases out there.
Build your Hero Command and get research lab as high as possible as soon as you can, the get the Hero Vet maxed out. This is the most powerful weapon in the game for the Empire at this stage. Also collectors and storage as you can now hold more credits and alloy.
One thing to remember is that you can upgrade your troops in the research lab without a droid. This should always be running upgrading something.
Vet to max first, the Dark Troopers and Scout Troopers for me. I only use these 3 on raids through level 5 so far.
Also, when you are going to spend some time actively raiding, try to keep a droid available. Then you can use up the alloy you are collecting to upgrade your walls. before you are done for the night, then go ahead and upgrade something that takes a while since you won't be playing(sleeping) You don't want your droids sitting around for 6 hours doing nothing while you sleep.
