The general rule of thumb is that whatever position is most valueable based on the scoring rules of your league would be the spot you want to use for your flex spot.
in most cases, this means using a RB as a Flex, but in a PPR format, there are WR's you may wish to consider instead.
I was in a pool last year and we started 2 RB and 1 flex and my first 3 picks were all RB and I ended up with 5 RB's on my roster.
as I dont know your leagues rules I cant help much more, but I think this will point you in the right direction.
The more RBs and WRs you can start, the less an elite QB is worth. I'd definitely wait for a late QB in this league, taking as many backs and receivers as possible until value drops. In typical scoring, starting 3 really good RBs every week will more than make up the difference between having QB10 instead of QB1.
