I just sent this to the leagues I commish. Seems like there is a way around charging the person receiving the payment.
"I just found out something about PayPal that I need to share with you. Now I don't know for sure if this works or not because I haven't had anyone try it, but you can avoid costing me a paypal service fee by clicking on the "Personal" tab when clicking the "Send Money" tab and then either click Gift or Payment Owed radio button. If you don't do this and have Goods or Services radio button clicked under the Purchase Tab (which it defaults to), it will continue to charge me the fee of (2.9% + .30 cents). Now this only works if you're sending money from your paypal account or bank account. The fee will still be charged if you pay by a credit card. The customer service rep told me that if you click the "Personal tab" when sending money and choose either gift or payment owed it will not charge me the fee when I receive your payment, regardless of what kind of account I have (premier or personal). So in the future do this and send the exact amount of the league fee. If you forget and don't do the right thing when sending money I will get charged, so I will in turn ask you for an additional payment to cover the fees I incurred. If I find out later this does not work we will continue as before.
I will pin this thread for future reference.

Update: For those of you who say, "God forbid if a website tries to make money", I respond with, they still get fees for good reasons such as payments by credit cards, or those actually buying goods where sellers insurance is needed, but defaulting to "Purchase / Goods" to unknowing customers is deceiving.
Also, basically there isn't a reason for the commish to charge owners for using PayPal This is the main reason for this thread, not to bash PayPal.
