Hey all I searched to no avail and was hoping I could get some help here. I know almost nothing about toilets so I don't necessarily even know what terms to search for but Im hoping I can explain whats happening and see if anyone has an idea.

Its a system like this and for some reason after flushing the water is just lightly leaking out of the cap area as opposed to going through the refill tube like normal. Ive tried cleaning out the cap but it doesn't seem to do anything, although in doing so I realized that, for whatever reason, when I turn the water to the toilet off then back on, the water flows normally through the refill tube and all seems well. However the next time you try to flush the same issue arises that instead of flowing through the refill tube water just aimlessly trickles out of the cap area. Anyone have an experience like this before or any suggestions? I was wondering if something had to be replaced but it just seems so odd that it will work fine when I turn the water back on, but after that have issues.
