Tough to say without a TON more information on who/what/when/where/how etc   

ETA:  I'll say, if it's like any of the other incidents that happen daily, then this will be taken care of in the day to day fighting that goes on between countries every minute of every day.  I guess the private company could attempt to sue in an international court, but I know virtually nothing about that part of the legal world.

I'm pretty sure we are already trying to hack other countries. On a daily basis.
