Value-based drafting (1 Viewer)

I listened to a podcast yesterday (I think it was CBS Sports) and the hosts read an email question regarding value-based drafting. They all either didn't know what it was or said they knew but didn't use it. It blew me away--I thought that was a standard drafting technique. I'm not even certain what an accepted alternative method would be. Thoughts?

Is this basically finding the draft picks that should be going sooner that you’re able to pick up later, thus getting more “value” for the pick? Such as ADP if someone’s ADP is 55 and you get them at pick 65?
