If you apply the same logic to Burden that most people seem to be applying to Tucker (TD's were a fluke, etc.), I wouldn't be spending much on either one, at least in redraft. Dynasty may be a different story (but he's obviously not available in dynasty leagues). But, right now, what is Burden? Maybe the 4th (at best) option in the CHI passing game? In terms of targets, he's tied for 6th on the team (with Loveland), and one ahead of Monangai. Other than a 65-yard TD (on a flea-flicker of all things), he's got 5 catches for 38 yards in three games.Burden has 1, 2, and 3 targets in his 3 games.No matter if you have WR issues or not, add Luther

Also, I’d note that rookie breakouts sometimes start early in the season with big plays on low volume. Then, their roles expand. Victor Cruz and AJ Brown come to mind. I'm not sure it's about Tomlin. I think it's Rodgers and his lack of trust in Kaleb Johnson and in rookies in generalGiving Kaleb Johnson decent pt this week would be a Tomlin kind of thing.
