Was Spock right? Do the needs of the many outweigh the needs of the few? Is that always the case or is it only sometimes the case?

If it doesn't always apply, when doesn't it apply and why?

This is the same kind of question as: Does the end justify the means?

The only answer is sometimes it does and sometimes it doesn't. It is not an immutable law, even though the Communists and the Nazis thought it was.

"The Use of Force", a short story by William Carlos Williams explores this theme.

Also done in heartrending fashion one of the all time classic short science fiction stories: "The Cold Equations" by Tom Godwin.

Had Kirk not attempted to save Spock, his son David would have lived.

Would you sacrifice your son to save your friend? Kirk did.

 
Wrath of Khan was on cable a week or two ago and I got sucked in, because...of course, and as always I was completely verklempt when Spock died.
