yes it was originally there so the NFL could shift an early bye week there IF there was a delay to the start of the season but it means nothing now

Means nothing? Its week 10, no teams are on a bye and there are teams on a bye next week. It is strange and interesting to me, enough for me to care to post it. It's probably the first time a week was skipped for byes. Obviously you didn't care but it does mean something.

The biggest impact isn't just the oddly late bye but that 3 fairly high scoring teams - New Orleans, Houston and Pittsburgh are out.
