I have not heard anything about Mike Williams health so he seems like an obvious must start to me.
I think the other choice is a lot tougher. It's a question of game script vs quality of opponent.
Waddle should be used heavily, even if Devante Parker comes back but Buffalo is #1 pass D in the NFL.
Sanders is facing one of the worst pass Ds and he's the most efficient of these options, which is good because he sees the fewest targets.
Higgins is also facing a terrible defense and, even better he saw 15 targets at Baltimore in a blowout. Unfortunately he didn't do much with all those targets.
Gotta be honest I'm at a loss here. Usually writing these things out I formulate pretty strong opinions. I have gone back and forth on all three and am exactly where I started.
Take a six sided die, assign two numbers to each player, throw the die high in the air, like flipping a coin. When the die is in the air your mind suddenly focus on what number you want it to land on. Choose that guy. And if your mind doesn't tell you while the die is in the air, go with whichever number it lands on.
Sorry, that's the best I can do. BTW I think I like Sanders.

For me definitely Herbert. Home game, decent matchup and I think he has seized the Montgomery role until Montgomery gets back.
While I really have no interest in starting Chubba I can think of three reasons to consider it 1) most important it's PPR and Mitchell doesn't seem to be a huge factor in the passing game, while Hubbard is 2) diversify your team because that's kinda more fun 3) Who doesn't live saying Chuba Hubbard oh and 4) also important, no Shanahanigans
Hubbard>Mitchell pretty strongly.
