What do you look for in WR in Non-PPR, TD Heavy Leagues (1 Viewer)

In PPR leagues, I go purely on Targets as a measure of 'opportunity'. TDs are fleeting and the receptions count more than yards.

How about a TD heavy league with no PPR? Are we loving DeSean Jackson and Vernon Davis?

Seems like chasing Touchdowns is a risky proposition. So, what's the best predictor of success in TD heavy leagues for WR?
