Specifically I am asking about guys like Bilal Powell and Mark Clayton; what time would you know that he is activated for that week?

Though they may tip their hand ahead of time, I don't believe most teams officially declare their inactives (and, thus, their actives) until just before kickoff, maybe an hour or so, but not much earlier than that. There may be a deadline. But it's certainly on gameday, quite close to kickoff.

In regard to Powell and Clayton, the important news will likely come ahead of the official inactives declaration. That is, you'll hear they're practicing or planning to activate one of them.

Powell is on the 53 man roster. Clayton is on the PUP list, meaning he's ineligible thru week 6. Rams have until week 8 or 9 to decide whether to activate him and add to roster

I think PUP players are usually reported as activated on Saturday. I think they have to notify the NFL and it's not the same as active/inactive stuff.

I'm not sure. I just can't recall anything last minute. We generally do get notice on PUP players
