I am going to guess it will be at a state level.  Ohio seems primed to be the first, but New York Or Mass could also lead the charge.

Notice I am not saying "if" I believe this is more of a "when"

Ohio Gov. DeWine stated in a tweet yesterday that the Ohio National Guard is prepared , but no plans to call out the Guard - but if he does he will notify the public beforehand

Martial law?  My interpretation is that it’s more about policing the maroons that are ignoring the severity of this. If you meant looting, I see that more as opportunism now, and a side effect of a crashing economy soon. $0.02

I feel bad for the anti government, Donald Trump supporters. They have to ignore the shoveling of money to the corporate paymasters of the GOP,  the  money give away to the poor,  and the exposure of a failed healthcare system.
