With Mulder and Beavis now mentioned, anyone I would vote for has already been noted. The top spot for me is between Mulder, Beavis and a few others.

I've been having this conversation with lots of people for years and years... A lot of usual suspects always find their way into the argument, starting all the way back with Ed and Ralph on the Honeymooners and going to present day Family Guy.

For me, I think it has to be Al Bundy and I don't even think it is close... Guy is untouchable, literally, how else do you score 4 touchdowns in one game?

Matt Dillon is a great one. He could out draw you in a gun fight, beat your brains in with his fists, dispense fatherly wisdom, had a dry wit, and kept the only single rich woman in town waiting on him for years. A man's man, and a woman's man.

Not sure Bugs really belongs.

I guess there were some crappy 80's and 90's era TV shows that put a half-assed, post-Blanc Bugs Lite in his own series. But the Looney Tunes stuff he's famous for was theatrical release stuff. Be like putting Darth Vader or John McClane on the list, IMO.

By the way, because seeding would be incredibly difficult here, I'd recommend starting with a few polls (i.e., prelimiary voting) and then taking the top few choices from each poll to move on to the next round. Then you can establish the seeding based on the results of the preliminary rounds.
