A number of reasons have been given by people on the competition committee. Including:
* It's relatively easy to have it on just the QB have it since he's out there every play. But the leader of the defense such as a middle linebacker may not be out there all the time.
* Concern over the greater likelihood of injury to those players and how you handle getting a helmet with a radio back on the field if they come out.
* The offense has the responsibility of snapping the ball before the play clock runs out or get a penalty, so has greater need for the communication.
* Defenses are more reactive than offenses, and change their play more frequently such as when the offense shifts formations with motion, so the original call is less important than it is for the offense.
I'll also add my personal belief that they like favoring the offense a little bit because offense sells tickets.
