There is basically no way that we pick CJ at #3. We already have plenty of money tied up in receivers. Our main needs are O-Line, D-Line, RB, and possibly QB, and those are the places we will go with our pick. I would love for us to trade down for more picks (as other teams will want to leapfrog Tampa for CJ), but you can never predict what trades occur on draft day.
It all depends on what happens in free agency. If we don't pick up enough linemen, we're going to get either Thomas or Branch. If it looks like we're getting some stability on the line (via people like Steinbach), then we're looking at Peterson or Quinn. This is a similar strategy to what happened last year. We failed to pick up a pass rushing LB with Kalimba Edwards and interior LB with Bart Scott, so we went for Wimbley and Jackson in the draft. Savage has always maintained that both the draft and free agency are equally important and affect each other.
