EDIT: Having looked through the WIS Draft Center info ... the "$30 M combined for top 3 guys" scheme will do the trick. No need to restrict seasons -- bring in your New York Highlanders and Brooklyn Bridegrooms. If someone commits too much money to their top player, they'll shut themselves out of a huge pool of talent in the $7-9M range.
