Would it be within Rules to "spy" on other teams during draf (1 Viewer)

Not saying any team does this--but I would if it were not specifically prohibited by rules. Why not hire a retired CIA agent to train a few of your scouts and then...? What if you "fire" them and they land a job with another team? And you are still paying them? I wonder how detailed if at all the rules against this sort of thing are? We know that teams deliberately distribute false information to confuse other teams. The advantage of knowing how other teams have their draft boards written up would be enormous.

The problem with this is that there is no way a scout would want to burn bridges like that. If team A did this, what happens to the scout when team A fires him? No team would ever touch him and he would be out of a career...not just a job.
