The anti-gambling legislation passed by congress last fall contains a specific exemption for fantasy sports competitions as long as the games/contests adhere to a specific set of guidelines. Turf War contests comply with all the guidelines and is therefore legal.You can find the language near the end of H.R. 4954-69, The Safe Port Act. (Don't ask me why they attached this to the Safe Port Act, just know it's in there at the end.)Also, this excerpt from last October from Fantasy Sports Magazine when the law was passed; "An anti-Internet gambling bill that was quickly passed by the U.S. Congress two weeks ago and signed into law by President George W. Bush on Oct. 13 has carve-out language for the fantasy sports industry that clearly defines its legality. The carve-out language states that fantasy games are exempt from the gambling law as long as they follow two stipulations: One, the awards and prizes are stated in advance of the game and not determined by the number of participants or total entry fee revenue of those participants; and two, as long as winning outcomes are determined by skill for contests that use results from multiple real-life games. “The exemption of fantasy sports from the Internet Gambling Bill was a big victory for the fantasy sports industry because it clarified what the industry already knew -- that fantasy sports are games of skill,” said Clay Walker, chairman of the Fantasy Sports Association. “Though it’s too early to tell, it’s likely that the bill's passage into law will spur even more investment into the fantasy sports space.”
