On what basis? The Steelers are up 9, probably should be up at least another 7, certainly another 3. Within 2-3 years, Joe Flacco's going to be one of the top 5 QBs in the game. Maybe even by next year. He needs a few more targets, though, IMO.can the Ravens waive Flacco, in-game?
