Team A is new to dynasty fantasy football, and decided to put a star player on the trading block to help him rebuild (old team, lost many players to injuries, suspensions, and retirement). The commissioner entered into trade talks with Team A, and they went back and forth discussing a deal. Team A thought that the talks had hit a roadblock, so he told the commissioner he was going to talk to other teams, including the commissioner's two brothers, who were also in the league. The commissioner does not like this, so he sends angry text messages to his brothers, one of which (Team B) tells Team A that he is dropping out because of the text. The contents of the text are not known other than the fact that it was angry and hostile, but it is presumed that the commissioner was playing the "family card" in order to make sure that his brothers didn't compete with him, and vice versa. Regardless, the text message exchange did in fact cause Team B to drop out of the sweepstakes.

Team A wasn't necessarily trying to create a bidding war, but wanted to see what other offers were out there, and how much other teams valued the star player. Eventually, Team A and the commish struck a deal, which netted Team A more than any offer he had previously received. But Team A was upset with how the commissioner behaved. After the deal was processed, Team B was upset with the final trade, and told Team A that Team B could have offered Team B a better deal. 

Is this collusion, unethical/shady, or neither?

 
Okay so you accepted a fair offer and was told by someone that they would have paid more  Its kinda hard to vote on something which would happen with every trade if you spoke to enough teams  Think your best bet is to place your current best player on the block  (Sounds like your still "rebuilding")  Make sure to post any offers to hear others input  Personally, if I'm not offered the Teams kicker as part of the deal I always ask em to sweeten the pot

 
Sounds like a similar process to every other trade that happens in FF.  Someone #####ing they would have offered more than what the deal ended up being but never offered better while the negotiations were taking place.

Well, what about the commish's communications to other owners in the league. That doesn't happen in every league.

There is communication between other owners (commish included) in every league.  Without knowing what was said or discussed it's tough to comment on it.  Anytime a player is put on the trade block there are discussions by many different people in my leagues.  Sometimes bidding wars happen.  Sometimes owners discuss value and figure out if it's even worth their time to throw their hat in the ring.  Sometimes there is no discussion and people complain that they would have given more than what was actually accepted (yet never offered anything up). 

Leagues are meant to get people talking about football.  There is nothing inherently wrong with what happened without knowing what was said.  If Team B was that upset about what Team A traded the player for then he should have made an offer.  If he didn't make an offer because he was threatened by his Commish brother then that is also on him.  Team B should stand up for himself and not be mad after the fact.  Was it a ##### move by the commish if he made some sort of threat...sure.....but the other guy also let it work.  Sounds like this league is a bunch of lemmings.

 
How man threads have you started now about league rules? If I were commissioner you'd be long gone as an owner.

Yeah, playing with family can be tough. Sometimes it works out, sometimes it's just very very bad.
