The first thing you need to do is bring this to the entire league's attention right away. Frankly, I'm shocked that none of the owners noticed this themselves, but here's what I would do:

There are already some penalties that are reviewable, such as touching of a forward pass by an inelligible receiver.
But the basic principle that the NFL has stood by in the review system is that only OBJECTIVE matters may be reviewed - such as whether someone crossed a line or his knee touched...

I believe there is much better parity in the NFL than in MLB, and that just looking at who made it to the Superbowl / World Series over the past 6 years is not a good measurement of parity.

Sorry - I thought the "rolling eyes" were enough to indicate the intended sarcasm. I was digging on the Patriots tendency to list everyone as questionable, whether they have a slight bruise or a torn MCL/ACL. To be clear, let me spell it out for you... :sarcasm:

Collins threw a short pass to Washington (I believe it was a screen, but not sure), and he caught it then fumbled the ball. The ball was recovered 22 yards back, counting as a -22 yard reception.
That contributed to the Titans unbelievable passing numbers for the game - 2/14 for NEGATIVE SEVEN...
