That pick if delayed for 3 years would have become a 2nd rounder. The ESPN ticker on the draft-cast said it was a return of Phillys own pick from the 4team trade last year.

I (the draft-tracker) could be wrong.

Really did not see Payne going before Harris. I like his game but 15 is pretty high given the lung capacity issue. Hard to see him ever playing more than 30 MPG.
