The USGA needs to learn from the PGA of America about how to act as a golf organization. Terrible, terrible way to operate on that call. If you decide it's a penalty, sack up and assess it to him on the course so he and everyone else knows his true score.
Also, why have "referees" on course if you don't uphold their ruling? Is the USGA gonna answer for failing to follow their own rules?
Finally, if setting the putter within 2 inches of the ball is enough to make the ball move backwards on a perfectly calm day, then you've lost control of the course. That's awful.
The worst part about it was having to hear about that BS for 2 hours after they "talked" with DJ on 12. Thanks for taking away a certain amount of enjoyment from an incredible round of golf.
