Active Shooter in Munich (1 Viewer)

How have our world leaders not gotten together and devised a strategy to combat this?  No country is safe.  Our intelligence agencies must know where the terrorists are located and what the impact of sending troops in would mean.  I mean, there's got to be something that can be done.  Can't we support their countrymen who oppose them to rise up?  Are we really that powerless?  It sure feels that way.
We are powerless to prevent terrorism. We always have been. We can reduce it with security and information but we can never stop it.

as far as I can tell from the video, there's nobody else in sight- the filmer is yelling at guy pacing by himself on the parking deck/roof.
Maybe I misread the heading on the video - I thought this was from Police POV - it may be the police on the deck walking around

 
If this was a planned attack, which it seems like it is, then thank God they didn't plan jt with a level of sophistication as the Turkey airport, or even the Nice attack.  2 people with guns could do way more damage pulling a fire alarm, and shooting people as they exit, as opposed to randomly opening fire at a mall or McDonald's.

 
FYI, for those looking for vids Liveleak usually is one of the best sources to see unconfirmed videos asap.  They currently just have the McDonalds & another of people fleeing a mall.

I was talking more about the sophistication, which was actually thwarted in Turkey.  If they had made it past the initial security gate, they would have taken hundreds of hostages and likely killed them all considering they had autos & bombs.  I would think the goal of these maniacs is to get a high kill ratio.  That could have been much worse.  The kill ratio in nice was pretty high as well.  If you think about it 10-15 kills is pretty low comparatively speaking.

 
It's amazing how one or two guys can paralyze a whole city. 

If we have no way to prevent these attacks, surely we can develop more efficient ways to react to them? 
Armed law enforcement on every corner? In every building? Standing next to every person?

Doubt it. Keeping a city running and an innocent bystander gets killed by the police and then you get asked why did you keep the trains running on time. 

 
Police urging people in the area (or anywhere I guess) to NOT SHARE pics or videos on social media. 

makes you think they suspect the villains are monitoring social media posts in real time

 
Civillians in free societies are inherently soft targets.
This is what the attackers hate, our freedoms. Makes us infidels because we don't behave like primitive, tribal extremists. So, only reasonable solution - attack our sense of freedom through random, senseless murders.

So sickening. T&P with those affected. This needs to stop.

 
In a city of any size, you wouldn't be able to deploy it quick enough. Especially around rush hour, like today in Munich.

Well using the phrase "radical Islam" is the first thing to stopping these attacks; or that is what I am told by talking TGOP Heads.

Shut down the Internet!  That's what they do in Turkey, and we back them.

 
Germany has some of the world's best counter-terrorism units.

The GSG-9 (Germany's national police anti-terror group) is world renowned.
And, sad anecdote, created as a direct response to the 1972 Munich terror attack at the Olympics and the terrible response of German police forces.

 
With all of the violence going on in random attacks in random places throughout the world, anyone going to the Rio Olympics (athletes and spectators alike) where there will be a central concentration of people from all over the world need their heads examined.

It is challenging enough to detect and interdict plots and networks that are directed from the outside, but US and European law enforcement has actually done a pretty good job on that front. But if there are enough plots and cells, some are going to get through.

An even tougher question is: how do you combat self-radicalization/copycat attacks?

This is really global counter-insurgency and that is not something that is easily tackled. And the best mitigants (using the word "solution" isn't realistic) aren't all driven by military/intelligence/law enforcement direct action. 

 
A German guy did a quick translation of the balcony guy atnd gunman insult exchange.

Shooter says something about "Behandlung" which is "treatment" in both medical treatment or just how you treat people,not sure which one he means.

Shooter: "Just shut your ####### face man"
Balcony Man: "You #### you"
Balcony Man: "HEY! HE'S ON THE UPPER FLOOR HERE [unintelligible]"
Filming man goes into cover, shooter starts firing.
Balcony man calls him a #### again.
Balcony man shouts something at him about "shooting here" and Shooter replies multiple times "Yeah, that's where you're right! Yeah you're right with that!" Yeah you're right!"

Maybe "work with" the governments  where ISIS is centralized. 
ISIS is centralized in Syria and Iraq, along the Turkish border. Iraq doesn't have a very functional government, but we are attempting to work with it. Syria is in a state of total civil war and the government is one we oppose. And our relationship with Turkey has become even more complicated recently.

 
There are no easy answers to fight an enemy that changes.  From Al Qaeda to ISIS to what ever the next group's name is, this is a battle that the battlefield will always change and how to fight it?  I am not sure there is an answer for it.

Let's play this out. Are these attacks happening to bait a Trump presidency into place through touting of strength through attack/defeat of ISIS, at which point we get drawn in like the Marines in Full Metal Jacket by the sniper at the end of the movie to fight them? I'm starting to think that's the ISIS play. I can't imagine the sudden surge in violence otherwise.

We are bombing them and having an effect on their leadership. It could be a call to arms now. While they still have arms to call.
