I'd like a heated steering wheel cover, but I don't understand how they work.

The battery sounds good - it wouldn't be safe to have a cord hanging off your steering wheel while driving. The AC adapter makes sense - charge it at home or work, then plug it in when you get in the car. But what if I'm leaving a restaurant/arena/theater where I can't really plug it in?
The part I don't really get is this: "battery recharges via a car’s own 12-volt adapter" - when is that happening? While the car is off? Wouldn't it drain the battery?
