Yea, there's risk, but he's got a good shot at overall #1 QB if healthy. All things staying the same, I'll be targeting in every draft.
By all things staying the same, do you mean these last 3 blurbs from Roto...
Colts GM Chris Ballard said Andrew Luck's ankle "needs to be addressed."
Luck underwent more testing recently, and the Colts believe Luck doesn't exactly have the "small little bone issue" they originally thought he had. Instead, they are now focusing on the "high ankle area." It's certainly odd that they haven't found the exact cause of Luck's discomfort, especially since he's been dealing with it for months. Ballard said they are taking Luck "day by day" while they fine-tune his rehab treatment. There are no plans for surgery at this time, but Ballard didn't guarantee that Luck would be ready for Week 1 and did rule him out for the preseason. Stay tuned.

Colts owner Jim Irsay said Andrew Luck (calf) is dealing with a "small little bone issue."
It adds some details to the injury that's sidelined Luck at training camp. It's obviously good that Luck isn't dealing with anything more serious, but his status still can't be taken for granted. The Colts have maintained confidence that Luck will be ready for Week 1.

Colts coach Frank Reich said Andrew Luck (calf) won't take part in joint practices with the Browns this week.
The Colts will practice alongside the Browns (their next preseason opponent) on Wednesday and Thursday, but they'll be doing so without Luck, who continues to be hampered by a nagging calf injury. ESPN's Mike Wells notes that Luck has only gotten three practices under his belt all offseason. Luck has been working on the side with quarterback guru Tom House, though there's still no estimate on when we'll see him back on the gridiron. The Colts and Luck have both maintained that he'll be ready for Week 1, but we've seen this song and dance from Indy before. This is starting to look like 2017 all over again.

If your draft was right now, would you take a healthy Matt Ryan with Julio Jones, Calvin Ridley, Mohammed Sanu, Austin Hooper, and Devonta Freeman, or an uncertain Andrew Luck with TY Hilton, Devin Funchess, Parris Campbell, Eric Ebron, and Marlon Mack/Hines?
