If you drafted a TE in round 3 like Gates, then Finley was there in rd 4, would you consider him for your flex if he was rated higher than the players on your board ? From the 11-12th spot in a PPR, you went something like this:

wr ( calvin )

wr ( roddy , fitz or austin )

te- Gates

flex-Finley

rb-spiller or harrison

rb- possibly Bush

qb-eli or similar

Is this type of strategy doomed ? It has 2 stud wr's, a stud te and a stud flex.

If Finley scores more fantasy points than other RBs, or WRs available at the spot you draft him, then nothing wrong with taking him as a flex position.It should not be who you have rated higher, the flex position is about who scores more points. You may like Finley in comparison to other TEs, but it's all about the fantasy sports scored in comparison to other WRs and RBs available at that spot.

But what if the drop off between the RB's you can later is greater than the drop off between Finley and a WR than is available in the spot where I took Finley ? What if a Spiller and Bush type aren't available where you draft rb 1 and rb 2 and you have to settle with rb's like Thomas Jones, Portis, Williams and Caddilac types ?
