The handcuffs he has taken are worth less than they would be in most leagues.
This is a 10-team league that starts 2 RB and no flex, and one team (his) took starting RBs from just 2 NFL teams. This leaves 12 starting NFL RB jobs (32-20) to allocate among the remaining 9 teams. Counting RBBC situations, 2 productive RBs are available as backups for nearly all of those other 9 teams, making it less important that they have handcuffs like Turner, Betts, and Morency.
Such a strategy might have made more sense in a 12- or 14-team league where RB can be used as a flex starter and teams' RB benches are thin, but I don't see this owner's leverage in this league. It will eventually become evident that the value of his need for starters at other positions will be greater than the value of his supply of backup RBs.
