Anthropologists and social scientists tell us that people in a mob behave differently than they do as individuals. This is not to excuse their behavior at all, only to suggest that it might not tell us anything about how they would act in "normal situations".

Not beneath me at all. Mini-markets in those types of areas is part of what I do for a living.

But that's not the type of economic development the woman was talking about. She talking about massive change, the type of economic zones Jack Kemp used to push for, and nobody has discussed since. Not only retail, though that's a big part of it.
