I've got one spot left on my Taxi Squad in a dynasty IDP league, and it's either going to DAL TE Martellus Bennet or CLE LB Beau Bell. I was pretty set on Bell being the guy, but I see he has a knee injury - any chance he doesn't make the squad?

Absolutely, though I doubt there was much of a chance to get a guy like Bell through waivers onto the PS. Unlike a guy like Buster Davis or Quentin Moses, Bell has yet to prove that he may not be a very solid ILB prospect. Phil Savage had such glowing things to say about him after the draft that I'd bet he'd really like to see what he's got. Also, I'm not certain, but I thought players on IR aren't allowed to practice with the team. Anybody know anything about that?

They are not allowed to practice. That was one of the biggest complaints about the Lions putting Stanton on IR last year. He could not practice. I don't think there is any chance they try to sneak him on the practice squad. They have to know he would be picked up by someone. IR is a possibility though.
