Buck Showalter should probably get some consideration.

He did a great job building up the Yankees from their disastrous late '80s/early '90s period but got bounced right before they went on their dynasty run with Torre. Also helped bring the Orioles back to respectability.
Rangers went on their playoff run after Buck was let go too....seems like Ron Washington inherited a team on the upswing IIRC.
Good call - and also the Diamondbacks. Guy does a good job building up teams but doesn't get along with management and never gets to reap the benefits.
Haven't read past this point, so maybe someone's already addressed this........but Buck in 2015 isn't nearly the wear-out-his-welcome Buck of those teams. He's mellowed. Or refocused, maybe. I have no idea if he and Dan Duquette (no shrinking violet himself) are fast friends, but there are no overt signs of friction either.

 
Homer pick, but Gary Williams. As far as I know, the 2002 MD NCAA champs are the last team without a McD's AA on it. To the consternation of many Maryland fans for many years, he wouldn't dip his toe into the AAU waters - meaning he wasn't recruiting the top kids. On top of that, Gary was never the most.....well, Coaches Cal & K in your living room vs Williams........

I think I saw a stat at one point late in his run that he had more wins against #1 teams (or, #5s or whatever) than any active coach.
