And whoever is in power will spend the money for the latest..greatest weaponry. These decisons are so far out of the general publics hands that it is fruitless to even think we have any power over this topic.

No.  That's a totally rational way to keep power. 

Doesn't mean it's a good thing and doesn't mean it sucks less for their people, but it's totally rational and likely to work.
