Not from Cleveland but I've been following the weather for this game all morning. As of now according to www.weather.com:
1:00 PM - 20% chance rain, Cloudy
2:00 PM - 10% chance, Windy
3:00 PM - 15% chance, Cloudy
4:00 PM - 10% chance, Partly Cloudy
Looks like the game will be rain free and as of now the winds are only at 9 MPH.

No rain. It rained for the last 2 days and all night last night but right now its overcast with a little chill. No rain on the radar. Perfect fall football weather.
EDIT- There is rain on radar but its north west and moving away. Looks rain free for the game.
