I am only aware of Warren Sapp who was willing to on the record and say that - but he was not there at the practice and is not known as being a particularly credible source.

He has been made a martyr by certain parts of the media, and he knows coming back and flopping would put a dent in that fake label, so by staying off the field, he can keep playing up the martyr angle by doing this "I still want to play" shtick every once in a while, while still collecting fat checks from Nike and laughing all the way to the bank.34 years old - hasn't played in 6 years? He was really bad at football when he last played. Lost his job to Blaine Gabbert. Blaine Gabbert! Then he starts kneeling in the preseason after being benched. He was about to be cut but the kneeling brought attention so the 49ers couldn't just cut him for bad PR.

Patience grasshopper. Once we get into the season and the attrition starts among QBs due to injuries, he will at least be given a look by some teams, particularly late in the season (you remember who the league signed out of desperation near the of the season in the last couple years?).
It's been like that EVERY year for the last 6 years and not a single team looked at him.
This is the first year he got a workout. Now that the Raiders have blazed the trial, the last 6 years are irrelevant.
